The Windradyne Local Aboriginal Land Council was incorporated in January 1984 under the NSW Aboriginal Land Rights Act 1983 (ALRA). The renaming to Bathurst Local Aboriginal Land Council was published in the NSW Government Gazette No. 53 dated 14 November 2002.
